Dr. Phil Tonkins is a behavioral scientist serving as a Health Scientist Administrator at the National Institutes of Health (NIH), National Heart, Lung, and Blood Institute (NHLBI), Division of Blood Diseases and Resources, Blood Epidemiology and Clinical Therapeutics Branch. He is also a Lieutenant Commander in the United States Commissioned Corps with 15 years of service. Dr. Tonkins will serve as the Project Officer for the Sickle Cell Disease in Sub-Saharan Africa Network.
Before joining NHLBI, Dr. Tonkins served as a Consumer Safety Officer with the U.S. Food and Drug Administration’s, Office of Regulatory Affairs, Biomedical Research Monitoring Program. From 2015 – 2020 he conducted multi-faceted drug, medical device, pharmacovigilance, and clinical trial regulatory inspections.
